Evidence before assumption

The Canada IT Sovereignty Standard is designed to make assessments based on evidence rather than perception.

A company’s Canadian headquarters, branding or workforce is not sufficient to establish Canadian sovereignty.

The Assessment Process

01

Identify the Operating Entity

Establish the Canadian company providing the technology services.
02

Trace Ownership

Follow the ownership structure to identify the ultimate controlling organization or individuals.
03

Establish the Decision Centre

Determine where ultimate strategic and corporate decision-making resides.
04

Establish Tax Domicile

Determine the ultimate tax domicile using reliable corporate and regulatory evidence.
05

Examine Governance

Assess where ultimate governance and corporate accountability reside.

06

Assess Operational Control

Evaluate where meaningful operational responsibility and accountability reside.
07

Review Ownership History

Identify acquisitions, investments, recapitalizations, mergers and other material ownership events.
08

We Do Not Guess

When The Evidence Is Not Sufficient

Where ownership, decision-making or tax domicile cannot be established with sufficient confidence, the organization is identified as UNVERIFIED. This is an important principle of the Standard.

The absence of evidence is not evidence of Canadian sovereignty.

The absence of evidence is also not evidence of foreign control.
